Karakteristik dari individual entrepreneurs yang umumnya digunakan untuk menilai keberhasilan suatu performa bisnis adalah umur, gender, pengalaman, latar belakang pendidikan dan latar belakang keluarga.
Man dan Chan (Jones dan Tiley, 2003: 18) mengemukakan bahwa, “competitiveness is concerned with factors that contribute to firms being competitive as well as with ways in which it can be achieved.”
Buchley et al (Jones dan Tiley: 2003, 18) menyatakan bahwa kriteria penilaian untuk menilai competitiveness, adalah sebagai berikut:
‘Three measures of competitiveness: Competitive Performance,, Competitive Potential and Management Process. Within the small firm context, it is more appropriate to discuss competitiveness by focusing on the entrepreneur’s behavior and actions.’
Berdasarkan konsep Buchley tersebut, Man dan Chan (Oswald dan Tiley, 2003: 18) mengadopsi dan mengembangkan konsep Buchley dengan pernyataan sebagai berikut:
‘In developing a conceptual model of SME competitiveness, the authors argue that these six ‘entrepreneurial competencies’ comprise the process dimension. Task 1 involves the entrepreneur establishing the firm’s competitive scope by scanning a range of external factors which include market heterogeneity, technological sophistication, market attractiveness, product/industry life-cycle, market demand and competitive concentration. In carrying out Task 2, the entrepreneur focuses attention on the firm’s internal capabilities which include innovation, quality, cost-effectiveness and organicity (creating flexible organisation structures and systems). Finally, Task 3 involves the entrepreneur setting goals.’
Berdasarkan pernyataan tersebut, Man dan Chan (Oswald dan Tiley, 2003: 18) menyatakan bahwa untuk menilai competitiveness pada Usaha Kecil sebaiknya dititikberatkan pada penilaian entrepreneurs behavior dan acton. Dengan demikian faktor kritis yang digunakan untuk menilai competitiveness pada Usaha Kecil adalah: entrepreneur’s competencies sebagai process dimension, competitive scope sebagai potential dimension external dan organization capabilities sebagai potential dimension internal.
Entrepreneurial capabilities berhubungan korelasional dengan dimensi-dimensi competitive scope dan organization capabilities serta secara simultan ketiga dimensi tersebut mempengaruhi firm performance sebagai performance dimension.
